It was probably a way to keep the dogs away from the plants.

my first thought was makeshift bike rack.

Oooh, I love it! I could write a whole gothic story about how it leads to another world beyond that wall.
It’s obviously a jail for midgets, whose roof had been blown off during Katrina.
I guess it’s just a place where people can lean against, or hold objects on while they’re on a walk. I don’t know. That’s pretty interesting.
